<p>1. Each degree you turn down the heat saves 3% of heating costs, while each degree you raise the temperature of your air conditioner saves 3-4% of cooling costs. By changing the temperature by 2 degrees all year, you can <strong>save</strong> about 2,000 pounds of C02 a year.</p>
<p>2. Cook with a slow cooker or a toaster oven (or even a solar oven) to reduce electrical use from kitchen appliances. For a meal that requires 1 hour to cook in an electric oven, and which uses 2.7 pounds of C02, a crock-pot uses 0.9 pounds of C02 for seven hours, a toaster oven takes 1.3 pounds of C02 for 50 minutes, and a microwave only 0.5 pounds of C02 for 15 minutes of cooking. <p>5. Plug anything that can be powered by a remote control or that has a power cube transformer (little black box) into a power strip, and turn it off, and/or unplug, when not in use. (Power cubes are 60-80 % inefficient.)</p>
<p>6. Turn off the lights when you aren&rsquo;t using them and reduce your direct lighting energy use by 45 percent. Stop using heat-producing halogen lamps (they can also be fire hazards). Install occupancy or motion sensors on outdoor lights.</p>
<p>7. Switch to compact fluorescent from regular incandescent bulbs and use 60% <strong>less energy</strong> per bulb and save 300 pounds of C02 a year.</p>
<p>8. Wrap your water heater in an insulation blanket and save 1,000 pounds of C02 a year. Insulate your hot water pipes.</p>
<p>9. Use public transportation whenever possible, carpool, shop locally, and ideally switch to a hybrid or energy-efficient car (if you haven&rsquo;t already).</p>
<p>10. Keep your tires inflated to <strong>improve gas mileage</strong> by 3 percent. The 2009 sales figures were almost 5 percent higher than the year before, creating first year-over-year sales gain since 2005.</span></p>
<p><span style="font-size: 10pt;">Chief NAR economist Lawrence Yun remains cautiously optimistic about the national housing market. "It&rsquo;s significant that home sales remain above year-ago levels, but the market is going through a period of swings driven by the tax credit," he said. 'We&rsquo;ll likely have another surge in the spring as home buyers take advantage of the extended and expanded tax credit. By early summer the overall market should benefit from more balanced inventory, and sales are on track to rise again in 2010. However, the job market remains a concern and could dampen the housing recovery &ndash; job creation is key to a continued recovery in the second half of the year."</span></p>

NAR also reported that 51 percent of November home purchases were made by first time buyers, up from 50 percent reported in October.</p>

<p>NAR chief economist Lawrence Yun sees more activity on the horizon. "We expect a temporary sales drop while buying activity ramps up for another surge in the spring when buyers take advantage of the expanded tax credit, which hopefully will take us into a self-sustaining market in the second half of 2010. In all, 4.4 million households are expected to claim the tax credit before it expires and balance should be restored to the housing sector with inventories continuing to decline."</p>
<p>Mortgage backer Freddie Mac reported an average commitment rate for a 30-year, conventional, fixed-rate mortgage of 4.88 percent in November. This is down from over 6 percent in November 2008, and is the second lowest interest rate on record since the reaching 4.81 percent in April 2009.</p>
<p class="article"><strong>Congress Extends Tax Credit</strong></p>
<p>The Extended Home Buyers Tax Credit offers current homeowners and first-time home buyers alike an incredible tax-saving opportunity when they buy a home through April 30, 2010. <strong>First time buyers</strong>, who haven't owned a primary residence in the past three years, are eligible for a tax credit of 10 percent of a home's purchase price, up to a maximum of $8,000. <strong>Current homeowners</strong>, who are vacating a principle residence that they have lived in for 5 consecutive years of the past 8 are eligible for a tax credit of 10% of a home's purchase price, up to maximum of $6,500.</p>
<p>The following conditions apply:</p>
<ul>
<li>The tax credit is only awarded on homes purchased for $800,000, or less </li>
<li>Full tax credit is available to buyers earning up to $125,000 a year, or $225,000 for married couples filing jointly </li>
<li>Partial tax credit is available to buyers earning between $125,000 to $145,000, or for married couples earning between $225,000 to $245,000. </li>
<li>Under the rules, as long as a written binding purchase contract is in effect on April 30, 2010, the buyer has until July 1, 2010 to close. </li>
</ul>
<p>The tax credit is a dollar-for-dollar reduction in the buyers tax liability, and does not have to be paid back as long as <a href="http://www.utahburden.com/Buyer-Resources/Buyer-Reports">the buyer</a> remains in their home for three years or more. <p>Avoid Home Damage from Frozen Pipes</p>
</strong></p>
<p>Texas weather can change quickly, especially in the winter. A fast-moving cold front can cause temperatures to drop below freezing within hours. Outdoor pipes, pipes in unheated areas, and pipes that run along uninsulated exterior walls can burst if the water in them freezes and expands. This can shatter pipe seals or the pipes themselves, sending water pouring through <a href="http://www.utahburden.com/Vendor-Contact-Information">your house</a>. You can avoid thousands of dollars of damage to your walls, ceilings, carpets, and furniture by taking a few simple measures to protect your home.</p>
<p><strong>
<p>Before the Freeze</p>
</strong></p>
<p>&middot; Protect faucets, outdoor pipes, and exposed pipes in unheated areas by wrapping them with rags, newspaper, trash bags, or plastic foam.</p>
<p>&middot; Insulate your outdoor water meter box and be sure its lid is on tight.</p>
<p>&middot; Cover any vents around your home&rsquo;s foundation.</p>
<p>&middot; Drain and store water hoses indoors.</p>
<p>&middot; Protect outdoor electrical pumps.</p>
<p>&middot; Drain <a href="http://pools-by-design.com/">swimming pool</a> circulation systems or keep the pump motor running. (Run the pump motor only in a short freeze. Running the motor for long periods could damage it.)</p>
<p>&middot; Drain water sprinkler supply lines.</p>
<p>&middot; Open the cabinets under sinks in your kitchen and bathrooms to allow heated indoor air to circulate around the water pipes.</p>
<p>&middot; Set your thermostat at a minimum temperature of 55 degrees, especially when you&rsquo;re gone for the day or away for an extended period.</p>
<p>&middot; Let indoor faucets drip; it isn't necessary to run a stream of water.</p>
<p>&middot; Make sure you know where your home&rsquo;s shut-off valve is and how to turn it on and off.</p>
<p>&middot; If you leave town, consider turning off your water at the shut-off valve while faucets are running to drain your pipes. Make sure you turn the faucets off before you turn the shut-off valve back on.</p>
<p>&middot; If you drain your pipes, contact your electric or gas utility company for instructions on protecting your water heater.</p>
<p><strong>
<p>If Your Pipes Freeze</p>
</strong></p>
<p>&middot; If a pipe bursts and floods your home, turn the water off at the shut-off valve. Call a plumber for help if you can&rsquo;t find the broken pipe or if it&rsquo;s inaccessible. Don&rsquo;t turn the water back on until the pipe has been repaired.</p>
<p>&middot; If the pipe hasn&rsquo;t burst, thaw it out with an electric heating pad, hair dryer, portable space heater, or towel soaked with hot water. Apply heat by slowly moving the heat source toward the coldest spot on the pipe. Never concentrate heat in one spot because cracking ice can shatter a pipe. Turn the faucet on and let it run until the pipe is thawed and water pressure returns to normal.</p>
<p>&middot; Don&rsquo;t use a blowtorch or other open-flame device. They are fire risks and carbon monoxide exposure risks.</p>

<p>If You Have a Loss</p>
</strong></p>
<p>&middot; Contact your insurance agent or company promptly. Follow up as soon as possible with a written claim to protect your rights under Texas&rsquo; prompt-payment law.</p>
<p>&middot; Review your coverage. Most <a href="http://www.utahburden.com/Buyer-Resources/Buyer-Reports">homeowners</a> and renters policies pay for property repair. In addition, most policies pay for debris removal and for additional living expenses if you have to move temporarily because of damage to your home. If you can&rsquo;t find your policy, ask your agent or company for a copy.</p>
<p>&middot; Homeowners policies may require you to make temporary repairs to protect your property from further damage. Your policy covers the cost of these repairs. Keep all receipts and damaged property for the adjuster to inspect. If possible, take photos or videos of the damage before making repairs. Don&rsquo;t make permanent repairs. An insurance company may deny a claim if you make permanent repairs before an adjuster inspects the damage.</p>
<p>&middot; Most homeowners policies do not cover loss caused by freezing pipes while your house is unoccupied unless you used reasonable care to maintain heat in the building; shut off the water supply; and drain water from plumbing, heating, and air conditioning systems.</p>

<p>THE WOODLANDS, Texas -- As temperatures plummet over the next few days, residents will have many concerns, such as taking care of the three P&rsquo;s ( Pets, Plants &amp; Pipes ). As Firefighters, we are concerned that there is another danger that is often overlooked, that is the risk of injury or death from home heating fires. It is estimated that there are approximately 64,000 home heating fires annually in the United States, resulting in nearly $1 Billion dollars in damage, 540 civilian deaths and 1,400 injuries.</p>
<p>The high cost of home heating fuels and utilities has caused many Americans to search for alternative home heating sources such as wood burning stoves, space heaters, and fireplaces. Heating is one of the leading causes of residential fires. Over one-quarter of these fires result from improper maintenance of equipment, specifically the failure to clean the equipment.</p>
<p>Carbon monoxide (CO) poisoning is another danger when using heating equipment fueled by fossil fuel. It occurs most often when equipment is not vented properly. CO deaths have been on the rise since 1999. On average there were 181 unintentional non-fire deaths from CO poisoning associated with consumer products per year from 2004-2006 compared to 123 from 1999-2001 (Source: Consumer Product Safety Commission). Carbon monoxide poisoning is most fatal to adults age 65 or older.</p>
<p>The number one safety recommendation is to first and foremost have working smoke detectors throughout the home, especially in all sleeping areas. Homes with gas appliances must also have a Carbon Monoxide Detector on each floor. Having a working smoke alarm dramatically increases your chances of surviving a fire.</p>
<p><strong>Preventing Home Heating Fires</strong><br />In 2003-2006, the leading factor contributing to home heating fires (28%) and deaths (46%) was heating equipment too close to things that can burn, such as upholstered furniture, clothing, mattress, or bedding (Source: NFPA). Many heating fires can be prevented by following basic safety tips when dealing with any heating equipment:</p>
<p>- Keep or maintain a 3 foot clearance between all heating equipment and anything that can burn. <br />- Inspect and maintain heating equipment regularly for safety.<br />- Be sure to have fixed space heaters installed by a qualified technician, according to manufacturer&rsquo;s instructions or applicable codes. &nbsp;Or, make sure a qualified technician checks to see the unit has been properly installed. <br />- When buying a new, portable space heater, make sure it has the label showing it is listed by a recognized testing laboratory, such as Underwriters Laboratories (UL). <br />- Space heaters should be turned off every time you leave the room and before going to bed. <br />- Choose space heaters that turn off automatically if they tip over. <br />- Never use a space heater to dry clothing. <br />- Do not use your oven to heat your home. <br />- Install smoke alarms in every bedroom, outside each sleeping area, and on every level of the home.&nbsp; For the best protection, interconnect all smoke alarms throughout the home.&nbsp; When one sounds, they all sound.&nbsp; <br />- Test smoke alarms monthly. <br />- Install and maintain carbon monoxide alarms to avoid risk of carbon monoxide poisoning</p>
<p><strong>Wood Burning Stoves and Fireplaces</strong><br />- Use a metal or glass fireplace screen to keep sparks from hitting nearby carpets or furniture. <br />- Be sure the fireplace or stove is installed properly. Wood stoves should have adequate clearance (3 feet) from combustible surfaces and proper floor support and protection. <br />- Wood stoves should be of good quality, solid construction and design, and should be evaluated by a nationally recognized laboratory, such as Underwriters Laboratories (UL). <br />- The stove should be burned hot twice a day for 15-30 minutes to reduce the amount of creosote buildup. <br />- Have your chimney inspected annually and cleaned if necessary, especially if it has not been used for some time. <br />- Don&rsquo;t use excessive amounts of paper to build fires in fireplaces. It is possible to ignite creosote in the chimney by overbuilding the fire. <br />- Make sure your fireplace has a sturdy screen to prevent sparks from flying into the room.&nbsp; <br />- Keep flammable materials away from your fireplace mantle. A spark from the fireplace could easily ignite these materials. <br />- Before you go to sleep, be sure your fireplace fire is out. NEVER close your damper with hot ashes in the fireplace.&nbsp; A closed damper will help the fire to heat up again and will force toxic carbon monoxide into the house. If synthetic logs are used, follow the directions on the package.&nbsp;NEVER break a synthetic log apart to quicken the fire or use more than one log at a time.&nbsp;They often burn unevenly, releasing higher levels of carbon monoxide. <br />- Do not use flammable liquids to start or accelerate any fire. <br />- Never burn charcoal indoors.&nbsp;Burning charcoal can give off lethal amounts of carbon monoxide. <br />-Allow fireplace and wood stove ashes to cool before disposing in a metal container. <br /><strong>Electric Heaters</strong><br />- Keep space heaters at least 3 feet away from anything that can burn - including furniture, blankets, curtains, and paper products.<br />- Check to ensure the heater has a thermostat control mechanism. <br />- Choose a heater that will turn off automatically if it tips over. <br />- Never dry clothes or store objects on stop of the heater. <br />- Never use extension cords with electric heaters. <br />- Keep anything that may burn at least 3 feet away from the heater.<br />- Never allow children to play with, or around, the heater.</p>

There was no registration to enter. The contest only required that holiday lights be turned on between December 3 - 9, as advertised.</p>

The garden was created on and around two &ldquo;tear-drop&rdquo; shaped islands in The Waterway that are linked to the banks of The Waterway by pedestrian bridges. The garden was designed to be a place for quiet contemplation and meditation, where visitors can reconnect with nature, according to Alex Sutton, president of The Woodlands Development Company.<br /><br />The koi pond is one of the largest of its kind outside of public arboreta or gardens. A variety of distinctive materials and exotic plantings enhance Koi Garden, along with a 60,000-gallon koi pond that is separated from The Waterway by dams. Designed by SLA Studio Land and constructed by Millis Construction, the Koi Garden is secluded from a pedestrian walkway along The Waterway by walls, fences and timber bamboo, native to Asia. The koi pond was designed in collaboration with Laguna Koi Ponds of Laguna Beach, California, using bio-filtration methods for fish health and water clarity.</p>
<p class="style3">A two-sided galvanized steel arbor marks the entry to Koi Garden off Waterway Court. Two ancient proverbs are carved into the arbor &ndash; &ldquo;Enough Pails of Water&hellip;.A River&rdquo; on the south side, and &ldquo;The Journey is the Reward&rdquo; on the north side. <br /><br />According to David Smith, principal of SLA Studio Land, there are common elements in the garden&rsquo;s design that represent several Asian cultures. &ldquo;Those elements include water, which is typically &ldquo;Yin&rdquo; or female, rock with is typically &ldquo;Yang&rdquo; or male, and plant materials expressive of the seasonal changes and the cycle of life. Common to many Asian gardens is the inclusion of islands and bridges designed to emphasize the act of &ldquo;crossing over between states of consciousness or &lsquo;worlds&rsquo;&rdquo;, Smith said. Koi Garden on The Woodlands Waterway includes two bridges that provide scenic connectors between the land and water elements.<br /><br />The positioning of these elements provides different visual emphasis from various points in the garden. This experience is enhanced by a wide variety of hardscape materials, including granite, slate, pebbles, limestone and metal in a selection of interesting colors and textures. Flowering and semi-aquatic plants such as Formosa azaleas, camellia Japonica and Sasanqua, canna, Louisiana irises in a variety of colors, powdery-leafed thalia, pickerel rush, and eight different varieties of water lilies add to the seasonal color in the garden. Dwarf and timber bamboo, spike rushes, grasses and variegated celery are among the bog plants that help purify the koi pond as well as add to the beauty of the garden.</p>
<p class="style3">The koi in the pond are Japanese imports selectively bred for their brilliant colors and appealing patterns. There are 33 adult koi and about a dozen baby koi in seven different varieties currently living in the pond. <p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">With the holiday season upon us (or so the circulars tell me) I thought I&rsquo;d devote today&rsquo;s column to gift giving. Let&rsquo;s face it folks, for a lot of us, its not going to be the big present year that we were hoping for. The economy is in the gutter, year-end bonuses have gone with it, and many people are trying to figure out what to do for the holidays.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">For starters, let&rsquo;s all take a deep breath, grab some couch, and think about the gifts that we have given and received in the past few years. Can you remember what you got last year? How about the year before? Can you remember what you gave someone eight years ago? If you&rsquo;re like me, you basically have no clue.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">Now, sit back, close your eyes for a minute, and think back to the first time you had dinner with your spouse, your child&rsquo;s first school play, or the last time your entire family was together (well, maybe some don&rsquo;t want to recall that one). If one of those specifics doesn&rsquo;t apply, pick one that does. Does it make you smile when you think of it? Can you recall specifics of the particular event or happening? If you are like me, the answer to that question is yes because interpersonal experiences tend to hold much more long-term value than any plastic wrapped soon to break thing ever can.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">So this year, how about breaking with tradition and laying off the stuff?</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">Instead of that new doll, electronic video game or stereophonic hi fidelity music replicator, why not give someone the gift of an experience. A lot of people have called me on the fact that if everyone stopped buying, the economy would collapse, and they might be right (I never really understood economics past my piggy bank so I&rsquo;m assuming). Thankfully, gift less giving is a great way to bolster your local economy (emphasis on local there) and still keep yourself out of the whole production cycle.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">Next page: A few ideas for ya:</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">&bull; Give someone a class that they never would have bought for themselves. I have an odd dream of someday learning to play the entire E.L.O. catalog on the bagpipes but for some reason have never looked into lessons. How psyched would I be if my wife read this and sent some kilt wearing Scotsman by the house to teach me how to play &ldquo;Wild West Hero&rdquo; (can someone please send this to the missus for me)?</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">&bull; Clean up someone&rsquo;s junk mail by signing them up for a junk mail reduction service. There are plenty of companies to take care of this for you, like Greendimes, who will actually plant five trees for you while they are at it. How cool is that? Eradicate their junk mail and plant some trees in their name&ndash;two gifts in one!</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">&bull; Help someone else in the name of those you care about. By supporting a cause in someone else&rsquo;s name, you not only help someone else, but you involve your recipient in creating a better world, and perhaps turn them onto something they might not have known about before. We send out a holiday e-card every year and let people know that we have made a micro-loan through Kiva to someone in a developing country. These loans (as small or large as you&rsquo;d like them to be) help others pull themselves out of the poverty cycle by allowing them to build businesses. We link the newsletter to the actual persons page and the following year update everyone on how we did. Since we started this, every year we have been able to write that the loan we made the previous year was successfully paid back and then invest it in the next person. It&rsquo;s a great way to share the holiday spirit and involve people in something good.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">&bull; Make something. Make a painting, a sculpture, dinner, their bed&ndash;whatever it is you think they might like. This is a much more personal way to show someone you care and has the added benefit of potentially costing little to no money.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">These are just a few ideas and as always, I&rsquo;m interested in hearing yours. The important point in all of this is that we show those that we love how much we care about them by NOT adding to the consumption/waste cycle. Let people know that you have strayed from the norm this year (whatever that is) and let them know why. Make a paste by mixing baking soda with a Castile or vegetable-based liquid soap and a drop of essential oil (tea tree or lavender) to clean sinks, countertops, toilets and tubs. To clear a clogged drain, pour 1 cup down the sink followed by 3 cups of boiling water.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Boiling water:</strong> Use weekly to flush drains and avoid clogs.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Coarse salt:</strong> Cleans copper pans and scours cookware. Sprinkle salt on fresh spills in the oven, and then wipe off. Sprinkle salt on rust stains and squeeze a lime or lemon over them, let sit for several hours and wipe off.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Essential oils:</strong> Mix lavender or tea tree essential oils with water and spray on kitchen or bathroom surfaces for an environmentally and people-friendly antibacterial spray. </span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Grapefruit-seed extract:</strong> Add a few drops to water in a spray bottle for an odorless way to kill mold and mildew. </span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Lemon juice:</strong> Use as a bleaching agent on clothing, and to remove grease from your stove and countertops. <p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Potatoes:</strong> Halved potatoes can remove rust from baking pans or tin ware - follow with a salt scrub or dip the potato in salt before scrubbing.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Tea tree oil:</strong> Can be added to vinegar/water solutions for its antibacterial properties. Use it to kill mold and mildew, and on kitchen and bathroom surfaces instead of chemical products. Add 50 drops to a bucket of water to clean countertops and tile floors. You can combine it with vinegar.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>Toothpaste (white, plain):</strong> Cleans silver; can remove water stains on wood furniture - dab on, allow it to dry and wipe off.</span></span></p>
<p><span style="font-size: 12pt;"><span style="font-family: Times New Roman;"><strong>White vinegar:</strong> Cleans linoleum floors and glass (from windows to shower doors) when mixed with water and a little liquid soap (Castile or vegetable). White vinegar cuts grease, removes stains, removes soap scum and clean toilets (add a bit of baking soda if you like and a drop of your favorite essential oil). Pour down drains once a week for antibacterial cleaning.
